Spectral is the Philippine representative of Videotel Marine International Ltd. the well-known UK based video film producer.

Videotel products are made to the highest standard with advice from the International Maritime Organization (IMO), ISF, OCIMF, ICS, SIGTTO, INTERTANKO, Classification Societies and other Quality Management Organizations, The Institute of Marine Engineers and the Nautical Institute. The production is carried out by media professionals under the supervision of Steering Groups and Technical Working parties drawn from major shipping companies, colleges, seafarers' organizations, P&I and insurance experts and other specialists.

Videotel's Video-led Packages are motivational, gaining the students' interest. The videos are normally supported with a printed book or booklet for use by the teacher / lecturer, which contains advice, facts and figures and sources of further information. The books / booklets help the teacher in preparing lectures, in leading discussions, in carrying out additional practical drills or exercises and in assessing whether the students have understood the key points of the lesson.

All Videotel later productions comes both as films and CBT’s. The CBT version include the film, text materials, tutorial and actual tests. Test and Training Records can be stored onboard and transmitted electronically to the office with Videotel’s Onboard Training Manager System.

The Videotel onboard training concept includes the following:

1. Rental of 20 or more films or CBT's
2. The films are produced on VHS for PAL or NTSC or on DVD.
3. The client can select the titles of his own choice from more than the 400 available films and/or CBT’s.
4. 3 CBT or Film titles can be added upon renewal of the contract which runs 24 months for the first period and thereafter periods of 12 months.

Videotel also offers VOD, “Videotel on demand”.

1. VOD consist of a locked PC that contain about 250 CBT’s and films and has an extremely “easy to use” interface.
2. These can be watched on a PC screen or in case of a film on a TV, an LCD projector can also be used.
3. Test and Training Records can be stored in VOD and transmitted electronically to the office with Videotel’s Onboard Training Manager System.

Videotel Computer-based Packages are supplied on CD-ROM. They are motivational, gaining the students' interest and attention. Videotel can advise on the selection of the best medium for each product, as it is now possible in some cases to combine video and CBT presentations in a single CD-ROM package.
