There are two MEETS-STCW for CADET programs:
MEETS Programs consists of large numbers of training materials, pictures and
embedded shorter videos for training of deck and engine cadets.
Both programs follow the format of the ISF cadet record book
which is based on IMO guidelines for training of cadets, a
question database for assessment is also included. The programs
are further most suitable to be used as Nautical and Marine
engineering encyclopedia as extensive search facilities makes
locating a specific topic very easy.
MEETS DECK for Deck Cadet Overview
MEETS Deck is a training program
structured in accordance with the International Shipping Federation
(ISF) internationally reckoned record book for cadet training.
MEETS Deck contains more than
430 chapters called "tasks", 1,700 pages of text,
about 2,100 pictures and 60 embedded short video films. We
are proud to inform you that this is the most likely the most
extensive computer based training program ever produced for
training of cadets to become deck officers. MEETS is very
suitable for self studies and the training materials are directly
linked to the competence required by a deck officer onboard
all types of modern cargo ships.
Tasks covered by MEETS Deck
All tasks included in the ISF's On Board Training Record Book
for Deck Cadets dealing with STCW functions which are:
- Navigation at the Operational Level
- Cargo handling and Stowage at the Operational
Level
- Cargo Handling and Stowage- Task for Tankers
- Controlling the Operation of the Ship and
Care for Persons on Board at the Operational Level.
All the tasks in these functions are easily accessed using
an index structure which lists the hierarchy of competencies
as shown in the Record Book.
MEETS-STCW Deck is produced in jointly
by Videotel Marine International, Spectral Technologies and
Anglo Eastern ship management.

MEETS Deck and the ISF Cadet Record
Book
MEETS-STCW requires cadets,
to follow a structured program of training whilst they are
at sea. This is the best way of using their time at sea:
To gain the necessary knowledge through practical training
To demonstrate the competencies required of an officer in
charge of a navigational watch.
Whilst at sea, most cadets
will use a recognized "training record book", which
lists tasks to be undertaken and competencies to be demonstrated.
The record book produced by the International Shipping federation
(ISF) is used most widely. MEETS-STCW, produced by Videotel,
is designed to help cadets as they progress through their
training record book by providing in-depth references to the
tasks listed in their record books. So MEETS- STCW forms an
encyclopedia of information which cadet should be familiar
with by the end of his or her qualifying sea service. MEETS-STCW
is linked to each and every task listed in the ISF ON BOARD
TRAINING RECORD BOOK. This amounts to over 360 tasks. This
is an extensive reference package. Each and every task is
supported by a training module, created by a panel of experienced
master mariners all of whom have worked extensively with deck
cadets during their sea service.
Each training module contains:
- practical training descriptions
- background information and knowledge
- safety issue reminders
- answers to "how to" questions
- a list of reference material
- assignments
- self assessment questions
MEETS-STCW covers the STCW functional
areas of navigation, cargo handling and stowage (including
tasks for tankers), controlling the operations of the ship
and care of persons onboard, ALL at operational level. MEETS-STCW
can be used to support applications for certification to flag
state administrations.

How Does a cadet use MEETS
Deck
At any time whilst on board the cadet will have access to
computer on which MEETS-STCW is installed. So the cadet will
be able to look up the training module(s) which relates to
the task or tasks in hand. Each training module contains a
detailed overview and description of the task. It will provide
the cadet with the knowledge required to complete that task.
It will provide a reference for a cadet to go back to for
purposes of checking some points or for revision.
MEETS-STCW can be accessed for quick reference
or can be used for in depth study. Each training module is
referenced to a record book task. It lists objectives and
contains an index. From the index, the cadet can by 'point
and click' with the mouse, jump to any topic within the module
and jump back to the index at anytime. Reference information
is set out in an easy to read format supported by pictures,
diagrams and video clips. The cadet can scroll through, or
page through, the module to find item of interest. Getting
to the correct module is also made easy. Firstly, the cadet
can follow a path through the TASK TREE. This TASK TREE follows
the structure of the record book. So the cadet can use the
structure of the record book to find the training module required.
Secondly, MEETS-STCW contains a powerful search facility to
move right inside the modules to pinpoint the information
needed. Each module includes some related assignments. These
are designed to encourage the cadets investigative skills
through the use of the Cadet's Journal.
Each module includes self-test questions. These
are designed for the cadet to check his or her knowledge of
the contents of the module. When a training module has been
completed, the cadets checks a box to tell this to the computer.
So at all times the cadet's progress is known and can be supervised
by the officers responsible for the cadet's training onboard.
Reports of progress can be printed.

What happens when a cadet moves
to a new ship?
Simply, his or her record of progress moves too. When cadets
join a new ship they will have to log on to MEETS-STCW. First
trip cadets log on as new students. Second and subsequent
trip cadets will bring with them a file (on disk) containing
their training record from their previous ship.
